I have the honour to confirm my cypher tele- -gram of the 3rd. instant of which a paraphrase is enclosed and to transmit herewith copy of a map shewing the proposed French Rail- -way Line and the projected British Railway Line with which the French line would clash.

It is obvious that a Railway debouching at Pakhoi would seriously injure the trade of Hongkong and that it is very necessary that the proposed British Line connecting Szema.o with Wuchow and the West River should receive all possible support.

On the 3rd. instant I posted to His Majesty's Minister at Peking copy of the paraphrase of my telegram to you.
